Scott Martin founded Benefit Specialists, then in 1999 partnered with Scott Alexander and Hedy Hebert to form Benefit Consulting Services. With the help of friends, business associates, and clients, Scott and his Partners have nurtured Benefit Consulting Services to one of the largest and most successful employee benefit agencies in North West Louisiana.
Scott is a 1983 graduate of Louisiana Tech University and began his insurance career in the supplemental product market the same year. He is experienced and knowledgeable in employee benefits for small and large group employers. Scott constantly strives to find the perfect solution to meet his client’s needs and expectations for benefits, compliance, and employee retention.
Scott is married with two grown children and two grandsons. He and his wife Joanna are residents of Haughton, LA and are heavily involved in the community. He enjoys fishing, duck hunting, and playing with his grandkids.
Hedy Hebert is a partner/consultant with Benefit Consulting Services in Bossier City, LA. She works with large and small employer groups to analyze and provide employee benefits. She holds professional designations of Registered Health Underwriter (RHU), Certified Senior Advisor (CSA) and Chartered Health Care Consultant (ChHC) through the American College. She is a Certified Healthcare Reform Specialist (CHRS), past President of the Louisiana Association of Health Underwriters, and previously served on the Louisiana Health Care Commission. She’s a Certified Medicare Consultant and attends annual training through the CMS – Nationwide Service Program.
Prior to joining Benefit Consulting Services, Ms. Hebert was the Marketing Director for United HealthCare’s North Louisiana office. She also worked in Provider Relations with United HealthCare providers to negotiate their contracts, as well as those for local hospitals. She served previously as the Marketing Director for Health Plus with the Willis-Knighton Health System. She holds degrees from LSU-S, Louisiana Tech and completed post-graduate studies at Centenary College.
Ms. Hebert was the 2010 Chairman of the Board of the Bossier Chamber of Commerce and is past President of the Bossier Parish Community College Foundation Board. She was the 2010 recipient of the Bossier Athena Award.
Some of Ms. Hebert’s community involvements include service on the boards of The Mayor’s Women’s Commission of Bossier City, Bossier Quota Club, The American Cancer Society, Boy Scouts, Military Affairs Council, Cypress Area Garden Club, and Captain of the Krewe de Les Femmes Mystique. She is an avid LSU Tiger fan and enjoys golf and gardening.

Scott graduated from Louisiana State University-Shreveport in 1994 with a Bachelor of Science Degree in Business Administration and immediately joined the Military. He is a Service-Connected Disabled Veteran having served in the Air Force- Pararescue “PJs” until being injured in a HALO accident in 1996. Upon return from the military, he went to work for BlueCross BlueShield of LA as an account executive, working in corporate sales until 1999 when he left to form a partnership with Scott Martin and Hedy Hebert at Benefit Consulting Services, LLC. He has worked as a broker / health-care consultant with employer groups ranging in size from 2 to 8,000 employees. He stays current with all legislative changes to the Affordable Care Act and represents all major Employee Benefits insurance carriers for both fully insured and partially self-funded contracts.
Scott is heavily involved in the local community; he is Past President of the Shreveport / Bossier Military Affairs Council “The MAC” which is responsible for the Defenders of Liberty Air Show at Barksdale Air Force Base. He is also Past President of the Benton MPC Board of Adjustments and is on the board of the Red River Association of Health Underwriters.
He is married to Angel and has twin children Grant and Genevieve.

Clinton Martin is a licensed broker and partner with Benefit Consulting Services. His main objective is to help you understand and navigate through all of the benefit options available to your family or business. Clinton believes that in an ever-changing healthcare market it is imperative to have a trained, knowledgeable, and honest person to help with these decisions.
Clinton began his insurance career in May 2010 in sales and customer service at Blue Cross Blue Shield of Louisiana in Shreveport. He left Blue Cross to join the team at Benefit Consulting Services in April 2017. He holds a bachelor’s degree in Finance from Louisiana State University in Baton Rouge.
Clinton is a native of Haughton, Louisiana and now resides in Benton Louisiana with wife, Jessica and sons, Carter and John Henry. Clinton loves hunting, fishing, cooking, spending time with family and friends, and enjoying life!

Ellen Richardson is a Consultant with over 20 years’ experience working with large and small employers. She is knowledgeable in all employee benefits and helping employers make the best decisions to keep and retain their employees. She works with clients in Louisiana, Texas, and Arkansas.
Prior to joining BCS, Ellen was with one of the largest Employee Benefits Brokerages in the nation. She represents all major carriers for Medical and Ancillary Benefits. She is Past President of Red River Association of Health Underwriters and served on the Board of Louisiana Association of Health Underwriters.
Ellen enjoys volunteering with United Way of NWLA, American Heart Association, Care Pregnancy Center and several other nonprofits.
Ellen is married to Brad with two grown sons. They live on a working cattle ranch in the Bethany community.
